H. J. Res. 56: Proposing an amendment to the Constitution of the United States relative to balancing the budget

This is a joint resolutions (H.J.Res. or S.J.Res.) in the U.S. Congress.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts.

Rep. Joe Walsh [R-IL8]

Overview:

This resolution is in the first step in the legislative process. Introduced bills and resolutions first go to committees that deliberate, investigate, and revise them before they go to general debate.

The majority of bills and resolutions never make it out of committee. If this joint resolution proposes an amendment to the Constitution, three-fourths of the states must ratify the proposal. A joint resolution, if not amending the constitution, may also be signed into law by the president. [Last Updated: May 13, 2011 6:11AM]
